Trump's comments - in which he also seemingly acknowledged that Russian Federation helped him win election - came a day after Mueller said his office could neither clear nor accuse Trump of obstructing justice because of a long-standing Justice Department opinion that a sitting president cannot be charged with a federal crime.

U.S. special counsel Robert Mueller on Wednesday announced his resignation and the closure of the office that investigated Russian interference in the 2016 presidential election.

The one-sidedness of our standard here, that if Trump has a conversation in the Oval Office about a totally legitimate constitutional right - which anybody in the executive branch could be fired, that's part of the president's constitutional authority as the chief executive - suddenly we're anxious about whether or not he's obstructing justice.

In a release following Mr Mueller's media briefing, the White House said the report was clear-there was no collusion, no conspiracy and the Department of Justice confirmed there was no obstruction.

He strongly indicated that Congress is the proper venue, not the criminal justice system, for deciding whether action should be taken against the president in connection with allegations that Mr Trump and aides obstructed the investigation. Instead, Barr waited several weeks to release a redacted version of the report-but not before giving a press conference that spun for Trump.

The Guardian reported that Wolff contends Mueller's office drew up a three-count outline of presidential abuses, under the heading "United States of America against Donald J. Trump, Defendant".

But, despite Trump's repeated assertions to the contrary, it did not reach a conclusion on whether Trump had obstructed justice. Mueller may not have found evidence that the president committed a crime, but it did result in indictments for 34 individuals.

Under pressure to testify before Congress, Mueller did not rule it out.

President Trump announced last week that he would confer special powers to attorney general WIlliam Barr in order to investigate further on the origins of the Russian Federation investigation and declassify documents from the USA intelligence agencies.

During his press conference, Mueller said he's leaving the Justice Department now that he's concluded his Russian Federation investigation. The case is closed!

The report's second volume involved obstruction of justice matters regarding the president.

That position is based on the department's Office of Legal Counsel, essentially the lawyers' lawyers, who for decades - well before Mr. Trump was even a politician - have said charges are out of bounds.

But Democratic Senator Elizabeth Warren was one of half a dozen White House hopefuls who seized upon Mr Mueller's remarks, to urge Congress to impeach Trump.

However, a sitting president can not be indicted, Mueller said. The Office of Legal Counsel that crafted this policy has become perverted in its unceasing loyalty to the presidency.

In a statement Wednesday morning, House Judiciary Committee Chairman Jerry Nadler did not say whether he will subpoena Mueller to testify.

"Nothing changes from the Mueller Report".

"And beyond department policy, we were guided by principles of fairness", Mueller said.

The president "did not respond" when Bannon raised those points with him, the report added.
