Russian official accuses USA of preparing military intervention in Venezuela

Francisco Barbosa Delgado, human rights counselor to Colombian President Ivan Duque, was addressing the U.N. Human Rights Council hours in Geneva before Venezuelan Foreign Minister Jorge Arreaza was due to take the floor.

According to the Venezuelan top diplomat, President Maduro "is open for dialogue even with the United States".

The Security Council on Tuesday debated over the political and humanitarian crisis in Venezuela, with different opinions on how to resolve the Venezuelan impasse. "The transfer of American special forces to Puerto Rico, the landing of USA forces in Colombia and other facts clearly indicate that the Pentagon is reinforcing the grouping of troops in the region in order to overthrow the lawfully elected incumbent president [Nicolas] Maduro".

Earlier this month the United States proposed a draft Security Council resolution, which prompted Russian Federation to propose a rival text that makes no reference to elections or aid.

In order for a resolution to be adopted in the Security Council - the only United Nations body whose decisions are binding - the majority of its members must vote in favour and there must be no veto from any of the powers with that prerogative: the United States, Russia, China, the United Kingdom and France.

The US and over 50 other countries have recognised opposition leader Juan Guaido as Venezuela's interim president. But it is likely to face a veto from Russian Federation, which backs Venezuelan President Nicolas Maduro and the May 20 election that kept him in power. "The only thing to discuss with Maduro at this point is the time and date for his departure", he said on Twitter. It "supports the peaceful restoration of democracy and rule of law in Venezuela".

The US-drafted measure "stresses the importance of ensuring the security" of all lawmakers and opposition members, but a reference in a previous draft expressing "full support" for the National Assembly was dropped.
