There was Trump, sitting between two seasoned legislators, repeating his demands for border wall funds, while House Democratic leader Nancy Pelosi and Senate Democratic leader Chuck Schumer first politely, then forcefully, told him no, with the force of their combined 60-plus years in Congress.

Less than a day after a gunman shot up a Christmas market in Strasbourg, France, President Trump used the news as pretext to issue fresh calls for a border wall between the United States and Mexico.

But Senator Schumer and Congresswoman Pelosi said they had agreed to extend funding for the Department of Homeland Security at current levels of $1.3bn (£1bn) until 30 September 2019.

Nancy Pelosi's path to Speaker of the House effectively seemed secure on Wednesday after she agreed to comply with a proposal limiting her tenure as the top Democrat in the House of Representatives to three terms.

"I think it's a little more challenging than you might think", Pelosi told reporters at a press briefing Thursday.

"If I needed the votes for the wall in the House, I would have them in one session, it would be done", Trump bragged.

The requested rule change, however, would need to pass by a majority of Democrats in the new Congress. Pelosi said the proposal will be voted on in February, but that she intends to comply with it even if it does not pass.

The President also repeatedly stressed that he would shut down the government if he did not get congressional funding for the wall.

Despite Trump's claims, no new concrete wall has been built along the U.S. -Mexico border since the president began his term past year, although some new fencing has been put up.

The limit would be retroactive, meaning Pelosi, incoming House Majority Leader Steny H. Hoyer (D-Md.) and incoming House Majority Whip James E. Clyburn (D-S.C.) - all of whom held the same posts from 2007 to 2011 - would be effectively limited to one, maybe two, terms going forward if the policy is adopted.

"They were wearing smiles and a bunch of new power", Cuomo said on his program of Pelosi and Schumer. Mr Trump and Schumer jabbed at each other over the import of the midterm elections - and who will be blamed if a shutdown occurs.

"And the experts say you can do border security without a wall, which is wasteful and doesn't solve the problem", Mr. Schumer said.

Trump did deploy USA troops to reinforce the border and erect temporary barriers in response, but the wall remained elusive. "If we have to close down the country (over) border security, I actually like that in terms of an issue", he said.
